Romans 10:12-21 Are you a “whosoever”?

Romans 10:12-21 ( KJV ) 12For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.  13For whosoever shall call upon the name of the Lord shall be saved.  14How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?  15And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things!  16But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report?  17So then faith cometh by hearing, and hearing by the word of God.  18But I say, Have they not heard? Yes verily, their sound went into all the earth, and their words unto the ends of the world.  19But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.  20But Esaias is very bold, and saith, I was found of them that sought me not; I was made manifest unto them that asked not after me.  21But to Israel he saith, All day long I have stretched forth my hands unto a disobedient and gainsaying people.

Colossians 1:19-21 ( KJV ) 19For it pleased the Father that in him should all fulness dwell;  20And, having made peace through the blood of his cross, by him to reconcile all things unto himself; by him, I say, whether they be things in earth, or things in heaven.  21And you, that were sometime alienated and enemies in your mind by wicked works, yet now hath he reconciled  

2 Peter 3:3-9 ( KJV ) 3Knowing this first, that there shall come in the last days scoffers, walking after their own lusts,  4And saying, Where is the promise of his coming? for since the fathers fell asleep, all things continue as they were from the beginning of the creation.  5For this they willingly are ignorant of, that by the word of God the heavens were of old, and the earth standing out of the water and in the water:  6Whereby the world that then was, being overflowed with water, perished:  7But the heavens and the earth, which are now, by the same word are kept in store, reserved unto fire against the day of judgment and perdition of ungodly men. 8But, beloved, be not ignorant of this one thing, that one day is with the Lord as a thousand years, and a thousand years as one day. 9The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
