Preheat oven to 350 degrees.
Lightly grease the baking sheet and set aside.
In a medium bowl mix together flour and sugar.
Cut butter into small cubes and then cut them into the flour mixture using a pastry cutter like you are making a pie crust.
Cut dough until it is like little course peas.
Slowly add the cold milk until the dough is the consistency of a pie crust.
Press the dough onto the prepared baking sheet until it is approximately 1/8 inch thick. (hint: I cover the dough with wax paper and then use a same size baking sheet to press down over the dough until desired thickness - a rolling pin will work too!).
Poke the dough liberally with a fork and then score it with a knife or pizza cutter into squares of about 1/2 inch.
Bake until golden brown ... watch closely it should be done in 10-12 minutes.
